What are promoted videos on youtube?

I always see videos of chicks in thongs and videos like "sexy tennis player" i don't look at videos like that so why is it coming up on my promoted videos?
Does youtube do that on there own or is it based on videos that have been watched on my account?
The videos aren't all sex related but its all stuff I would never watch, so whats the deal?
